Responsible for supporting all procurement activities for projects in Algeria including effective and efficient Tendering and Contracting activities. The position shall be based in London and the individual will be required to undertake frequent business trips to Algeria to ensure delivery of business goals and increased service levels to customers.
The Contracts Engineer shall have specific responsibility for the provision of drilling, drilling service and associated contracts and shall require effective communication skills with contract sponsors, internal departments, client and vendors to ensure clarity of work scope, timely bidding and execution of contracts.
Key Responsibilities
Responsible for all procurement activities for Algerian Projects, including
Perform regular supplier market screening and provide supplier recommendations to management
Working closely with Contract Sponsors/Business Users and other functions to ensure tendering and contracting processes are implemented in timely fashion to meet business goals.
Formulation and execution of contract documents from Tendering through to Contract award and post award stages
Provide commercial contracting excellence and manage risk effectively to ensure delivery of business goals.
Negotiating of contract in accordance to procurement guideline as well as in accordance with local law
Ensure operational efficiencies by optimisation of contracting services and proper contract documentation
Establish and ensure the development and maintenance of strategic relationships with key contractors to ensure best service, commercial terms, and surety of services.
Work closely with the local finance departments and group organisations like corporate procurement
Ensure cost accuracy and budget alignment
Supporting the finance department the annual corporate planning process
Assisting the asset manager in planning the joint venture budgets
Following up and resolving all procurement related queries from the German E&P headquarter
Key Accountabilities
Ensure lead time performances within contracting process ensuring Tenders are issued and contracts are awarded in timely fashion to meet business goals.
Adhere to contractual, commercial and risk guidelines and approved policies to ensure effective governance.
Ensure and maintain relationships and service levels with internal customers, functional teams, clients and other groups.
Maintain an accurate Contracts register, Tender Formulation and Award Schedule and other performance data reflecting current status.
Ensure appropriate audit controls across the integrated supply chain.
Promote user trust / confidence in SAP procurement management system.

University Degree or equivalent.
Membership of CIPS preferred
A detailed understanding of required contract terms and risk.
Excellent document drafting skills.
Good problem solving skills.
Ability to work with a minimum of supervision
Ability to work in a multinational team environment.
Good team player is essential
Working knowledge of SAP an advantage
Good communicator.
Min 5 years experience in supply chain with major O & G Gas operator of which a proportion should have been spent in the area of Drilling and Drilling Service Contract Tendering, Negotiation and Contract Formulation.
Previous Algerian E&P experience would be advantageous
